Ang Kumbensyon sa Tejeros ang kauna-unahang maruming halalan ng mga Pilipino. Kinilala ni Hen. Ricarte ang anomalyang ito. Subali't sa huli ay tinanggap pa rin niya ang posisyon. Bakit?
